J L Penn worked in Weights and Measures for the Federal Government of Rhodesia and Nyasaland between 1955-63. He then worked in Northern Rhodesia / Zambia from 1963 to 1981. His wife Anne Penn was an architect working in Southern Rhodesia then Zambia from 1957 to 1981.
